The published conference report makes an emphatic statement that the best strategy for measurement in the natural communications approach is to measure the sign vehicles. Sign vehicles are the physical basis for signs and signals. They are not the information. They are not the signs themselves. They are the substrate of the signs, the parts of the physical body or face that produce the sign.
